  • Job Description: a.
    Pre-Contract:
    • Independently prepare cost estimates for multiple design options across varied project types.
    • Provide precise inputs for cost planning, integrating data from multiple sources to support sound financial decision-making.
    • Perform and verify quantity take-offs using AutoCAD, ensuring accuracy in all measured construction elements.
    • Lead and support the full tender and bidding lifecycle, including bid documentation, tender review, and contractor engagement.
    • Assist clients with contractor pre-qualification and database development for targeted project needs. • Prepare pre-bid estimates / priced BOQs and provide critical analysis before tender opening.
    • Evaluate tenders and draft tender reports with recommendations based on technical and commercial alignment.
    • Advise clients on optimal payment terms and contractual conditions to safeguard financial outcomes.
    • Represent the organization in negotiation meetings, actively contributing to finalization of competitive rates with contractors.
    • Draft letters of award and compile full sets of contract documents for client approval and issuance.
    • Prepare Bar Bending Schedules (BBS) with minimal supervision to ensure reinforcement costs are well-managed and aligned with design requirements.
    • Conduct detailed rate analysis incorporating material, labor, and equipment costs for cost-effective pricing strategies.
    • Ensure robust compliance with customized Quality Management Systems (QMS) tailored to client-specific requirements.
     • Manage the cost planning team, driving performance, ownership, and deliverables across multiple pre-contract workflows.
    • Validate Bills of Quantities (BOQs) for compliance with project specifications and accuracy in scope.
    • Must be capable of at least 2 projects / clients.
    • Must have experience of handling at least 3 projects preferably of different sectors.
    b. Post-Contract:
    • Oversee bill certification and lead the variation management process, ensuring all changes are captured, validated, and costed appropriately.
    • Perform independent verification and review of quantity take-offs for all construction elements.
    • Own the document control process including drawing register maintenance (names, revisions, availability checks).
    • Interpret construction drawings and align cost data to evolving design requirements across projects.
    • Independently generate periodic cost reports (fortnightly/monthly) as per client requirements, ensuring accuracy and clarity.
    • Apply strong understanding of construction methodologies and work sequencing to support project-level cost strategies.
    • Review Bar Bending Schedules (BBS) efficiently and with limited oversight.
    • Conduct rigorous rate analysis, updating pricing models as needed to reflect market shifts and actual project conditions.
    • Uphold rigorous QMS practices throughout the cost management lifecycle, meeting or exceeding client-specific benchmarks.
    • Lead and guide the cost management team, ensuring productivity, clarity, and alignment with post-contract objectives.
    • Manage the Client professionally, conducting regular meetings, addressing escalations, and maintaining proactive communication. Act as the last point of escalation.
    • Interface with stakeholders including PMC, clients, architects, and contractors to resolve issues and ensure consistent cost alignment.
    • Analyze and synthesize cost data from various inputs to enhance forecasting and reporting accuracy.
    • Prepare simple cost plans or briefs where needed to assist client decision-making at key milestones.
    • Monitor and respond to client escalations professionally, with full ownership of resolution pathways.
    • Stay updated on material trends and emerging technologies to introduce cost effective alternatives during execution.
    • Maintain accurate market awareness of key material rates to inform procurement decisions and pricing benchmarks.
    • Support interim valuations and progress payment certifications, ensuring timely and fair financial flows.
    • Must have experience of handling at least 3 projects preferably of different sectors.
